Garden City Skyway Rehabilitation Staging VE Study & PlanThe Garden City Skyway is a 2.2 km high-level concrete structure crossing the Welland Canal in St. Catharines, Ontario. It has a 6-lane freeway divided cross-section and carries an AADT in the order of 60,000 vehicles with SADT's exceeding 80,000. It is a critical link in the Province of Ontario's road network, servicing the majority of commercial trade traffic travelling by truck between Ontario and the US. The Ministry of Transportation of Ontario engaged the team of McCormick Rankin to carry out value engineering and plan development for the staging of the proposed rehabilitation of the Skyway. Our road safety team developed explicit quantitative models to estimate changes in collision occurrence under 64 different combinations of geometry, seasonal weather conditions, and staging options. The results represent the first time such quantitative models have been used in the evaluation of staging plans for a major highway structure in Ontario. « Return to Road Safety Analysis
