Highway 104 Safety Review
The Highway 104 Western Alignment Corporation commissioned Delphi-MRC to conduct a highway safety assessment of the Highway 104 Cobequid Pass toll road to examine changes in the risk environment between the operating regime before the new toll facility was opened, and that which currently exists. This study was conducted in three phases. The first phase involved an objective and explicit evaluation of the current road safety performance of the toll road based on its collision experience since opening. In the second phase current road safety concerns along the toll road were identified based on a formal in-service road safety audit of the roadway and its associated interchanges. A risk-based prioritization methodology was applied to prioritize comments from the road safety audit. In phase three, a retrospective comparison of the road safety performance of the current and old corridors was conducted.
