PEI Capital Region Perimeter Highway Corridor Study

The Charlottetown Perimeter Highway has always been intended to provide longer distance, high-volume, high-speed service around the perimeter of Charlottetown and between the Towns of Stratford and Cornwall. As development levels have increased in the two municipalities at each end of the facility and as Charlottetown has continued to grow, the pressure for the Perimeter Highway to serve local, short-distance trips has increased, and along with that, the pressure to provide intersection improvements – and indeed new intersections – has also increased. Access management – primarily in the form of controlling intersection locations and configurations – has thus become a major immediate to long term issue.


Delphi-MRC have been tasked to develop a long-term strategy for the ongoing improvement and control of the primary Perimeter Highway function: that of serving as a major arterial intended to carry and distribute high volumes of longer-distance trips both around and throughout the Charlottetown area in an efficient and cost-effective manner. This project is on-going.
